The Inter-Agency Task Force for the Management of Emerging Infectious Disease (IATF) in its Joint Resolution No. 20 (s. 2020), recommends the extension of the Enhanced Community Quarantine (ECQ) over the entire Luzon area until 30 April 2020. Such was approved by President Rodrigo R. Duterte in a Memorandum from the Executive Secretary dated April 7, 2020.

In this regard, the NAPOLCOM Regional Office CALABARZON will be rendering online services thru its Facebook Page; Gmail as well as phone calls to the PNP and the general public.

Latest Activities and Action Photos

Disinfection of office premises was conducted on April 1, 2020 as a response to the government’s call on preventing the further spread of COVID-19 infection. Personnel residing near the office area assisted in the disinfection activities.

On April 4, 2020, the NAPOLCOM 4A headed by Dir. Angelito R. Ravanera, MGM donated 1,300 pcs of washable face masks to PRO4A for the use of policemen who are deployed in different checkpoints in the region.

Other activities of the regional personnel during the implementation of Enhanced Community Quarantine (ECQ) include work from home arrangement in order to continually perform some regular office tasks and assignments such as preparation, review and approval of office communications, reports of investigation and other legal correspondences, continuous monitoring of compliances of PNP personnel to policies and standards on law enforcement, particularly those deployed in checkpoint areas within the region. Online reports, inquiries and complaints received via social media are also regularly checked and forwarded to the concerned personnel for information and appropriate action.

Monitoring Activities

On April 4, 2020, the regional office initiated the monitoring of health status of PNP personnel assigned in the CALABARZON Region. A Memorandum was issued directing the submission of monitoring report every 15 days using the prescribed template developed by the region's Monitoring Section. The memorandum was disseminated to all PPOs for reporting on the health condition of police frontliners particularly those deployed in checkpoint areas.

NAPOLCOM 4A RD Ravanera coordinated with PRO4A Regional Director P/BGen Vicente D Danao Jr for reminders on the observance of protocols and precautionary measures to avoid infection of PNP frontliners and likewise provided moral support to all members of PNP in the region. RD Ravanera expressed his appreciation and commended the PNP for their unwavering dedication in the nation’s fight against COVID-19.

Communication Program

Regional personnel provided online services to a total of 165 inquiring clients.  Queries on NAPOLCOM examination, police welfare benefits and other requests for assistance were provided response via the official Facebook page and Gmail of NAPOLCOM R4A.

PNP Administrative Concerns

Administrative guidance was extended to the Regional Personnel Human Resource and Development Division (RPHRDD), PRO4A relative to their query/request for clarification on the designation of an OIC-COP in city and municipal police stations.

General Administrative Services

In response to the government’s call of preventing the further spread of COVID-19 infection, the following activities were undertaken:

Early intervention:

  1. Prior to the implementation of Enhanced Community Quarantine (ECQ), disinfection of office premises was regularly done every morning before the start of processing of applications for NAPOLCOM Exams;
  2. Purchase of sanitizers, alcohol, thermal scanner and face masks that were used during the said processing period;
  3. Strict compliance to physical distancing protocols were observed during processing of applications for examination;
  4. During the suspension of office work in the region, disinfection of office premises was conducted with the cooperation of barangay officials in Calamba City, Laguna.

Social Responsibility:

  1. Regional personnel voluntarily provided cash donations for the purchase of 1,300 pieces washable face masks that were turned over to PRO4A officials for distribution to PNP frontliners assigned in checkpoints within the region;
  2. Director Ravanera and some personnel individually exerted efforts to donate cash, rice and food packages, including other forms of assistance to members of their communities who are in dire need of support due to the effects of ECQ.

Commitment to Public Service:

  1. Adopted work-from-home (WFH) arrangement in order not to disrupt the delivery of NAPOLCOM services to clients and the general public;
  2. Some NAPOLCOM services were made available online using social media platforms (Facebook and Gmail). Contact numbers were also provided for follow-up and verification purposes.
  3. Allocated a portion of GAD budget for the purchase of 45 pieces of personal protective equipment (PPE) that will be donated to nurses of the Quezon Medical Center in Lucena City.
